Strategic Land Availability Assessment (SLAA) Update - Call for Sites

The Council is undertaking a new “Call for Sites” to ensure that it has the most up-to-date record of sites which have the potential to contribute to the Borough’s development requirements as set out in the Local Plan Core Strategy Proposed Modifications (Dec. 2013). These proposed modifications highlight that insufficient land supply has been identified in the current Strategic Land Availability Assessment (SLAA) to meet the total level of housing need over the whole plan period and therefore additional land needs to be identified.

Landowners and developers are invited to formally submit information to the Council regarding land that is available or could become available for housing, employment, retail or other forms of development in the period up to 2028 and beyond. The consultation period which will last for an eight week period commences on Thursday 27th February until 17:00 on Friday 25th April 2014.

In addition these documents can be accessed through the Gravesham Gateway, Civic Centre, Windmill Street, Gravesend, during normal opening hours. 

All sites put forward for consideration must be above the minimum site size threshold of:

  • at least 5 or more net dwellings (no maximum or minimum dwelling site area thresholds);
  • at least 0.25ha or 500m2 of floor space (no maximum site area threshold) for economic development uses (e.g. office, retail and industrial) and/or
  • at least 0.25ha or 500m2 of floor space (no maximum site area threshold) for community, leisure and recreational uses.

Land identified through this process will be used to update the Borough’s existing SLAA and inform the Borough’s Site Allocations and Development Management Policies Development Plan Document (DPD).  Please note sites identified through this process will not automatically be allocated as part of the Site Allocations and Development Management Policies DPD.  At this stage, the Council is only seeking to obtain a broad view of all the sites that are regarded as having development potential by landowners and developers.

A site assessment methodology will be developed based on best practice and the input of other local planning authorities in Kent.  This will be available for public comment during the summer, 2014.  All the sites identified through this “Call for Sites” exercise will then be prioritised and sieved against this methodology to ensure the most appropriate and achievable sites are taken forward in the Site Allocations and Development Management Policies DPD.  

Whilst there will be further opportunities for sites to be proposed for development as additional technical work is undertaken and consulted upon, the Council would appreciate landowners and developers input early in the process.
